Local SEO is the set of techniques used to position a company in searches with geographic intent, both on Google and in answers from AIs such as ChatGPT and Gemini. It involves your Google Business Profile, city pages with unique content, consistent citations across directories, reviews and LocalBusiness structured data. For multi-city operations, it determines which markets your brand shows up in when someone searches "near me" or "in [city]".
Your company serves 15 cities, but Google only shows you in one: the city on your tax registration.
In the other 14, the local competitor is the one showing up, even while delivering less than you do. And the cause is almost never a lack of investment, it is a lack of local structure on the website and in the Business Profile.
In this guide, I show how to build that structure without falling into the trap of duplicate pages that Google ignores.
What local SEO means for multi-city operations
Local SEO is the set of techniques that make a company appear in searches with geographic intent, such as "accounting in Campinas" or "near me", both on Google and in answers from AIs like ChatGPT and Gemini. For companies serving several cities, the challenge doubles: you have one physical address, or a few, and you need to prove relevance in every market without depending on a branch in each location.
If your company sells across the entire country but only ranks well in the city where headquarters sits, you have already felt this problem firsthand. It has a name, actually two.
The first is lack of local signal: Google finds no evidence that you truly operate in that city, so it hands the position to the competitor around the corner.
The second is cannibalization: several of your pages competing for the same search, and none of them winning.
The symptoms usually show up together:
- Traffic concentrated in a single city, even though you serve dozens
- City pages that never get past page 3
- The Business Profile appearing for searches that do not convert
- Leads from the wrong market landing on the sales team's desk
A solid local SEO strategy attacks exactly that: it turns each city into its own acquisition front, with signals that Google and AIs can verify.
In the next sections, we will break it down step by step.
How Google decides which company appears in each city
Local ranking runs on three factors: proximity, relevance and prominence. Proximity is the distance between the user and your address. Relevance is how well your profile and your page answer the search. Prominence is your accumulated authority: reviews, citations, links, press mentions.
The problem for companies serving multiple markets is that proximity carries enormous weight in the local pack (the map block). If your headquarters is in Belo Horizonte, someone searching for an SEO agency in Belo Horizonte finds you easily. Someone searching the same service in Uberlândia, hardly ever.
The map and the blue link play by different rules
Organic results do not depend on a physical address. They evaluate the page, the content and the links. That is where a multi-city operation has a real shot: a strong page for each market competes head to head with the local competitor.
And when the user does not mention the city
In a search like "workplace safety company", Google assumes the device location and localizes the result on its own. In other words: you are already competing city by city, even without realizing it.
City pages that rank without turning into duplicate content
The temptation is familiar: take a landing page, swap "Campinas" for "Sorocaba" and replicate it 40 times. Google calls that a doorway page and takes down the entire strategy, sometimes with a manual penalty.
A legitimate local page has substance of its own. Cases served in that market, testimonials from clients in the region, a local team or partner, data on the city's market, an FAQ with questions that only make sense there. If you delete the city name and the page still looks identical to the others, it is a doorway page.
For architecture, go with a simple silo: /seo-local/city/ or /service-city/, always linking from the parent page to the child pages. That is the model we use in our own local SEO structure, with pages like the one for Belo Horizonte, where our headquarters is located.
And here is the criterion for scale: start with 3 to 5 cities, not 80.
Prioritize by cross-referencing search volume, ticket potential and real capacity to serve. Publish, measure ranking and conversion for 60 to 90 days, then expand. A city page with no operation behind it becomes an empty promise, and the market notices.
Google Business Profile when you do not have an address in every city
Google's rule is strict: each profile requires a real physical address with in-person service, or a declared service area. A coworking space with no real operation, a virtual office or a relative's address used to "open" a profile in another city violates the guidelines.
And the punishment is not subtle. A suspension can take down your main profile along with it, the one that has been accumulating reviews for years.
Service area instead of a fake address
If you travel to the client or serve remotely, set the profile up as a service area business: the address stays hidden and you declare up to 20 regions served. That is the legitimate path to appear in markets where you have no branch.
Here at Netlinks it works like this: the headquarters in Savassi supports the profile, as shown on our SEO agency in Belo Horizonte page, and the other cities come in through service area settings and their own pages.
A second profile only with a real operation
A new branch with its own team, phone number and business hours can have a separate profile. Beyond that, strengthen the single one you have: precise categories, services described one by one and weekly posts mentioning the markets you serve.
Reviews and local citations as proof of operation in each market
A published page with no off-page signal is a promise with no witness. Google and AIs cross-check what you claim against what the market says about you in each city, and it is this layer that separates companies that merely published 15 pages from those that rank outside headquarters.
How to ask for a review that mentions the city without sounding scripted
Ask right after delivery, with an open question: "what did we solve in your operation there in Sorocaba?". The city shows up naturally in the answer. A memorized text stuffed with keywords is something Google notices, and so does the reader. Recency counts: five reviews a month are worth more than sixty dumped all at once.
NAP citations and regional directories that still carry weight
NAP means name, address and phone number identical everywhere: website, Business Profile, trade associations, industry guides, neighborhood portals. An old phone number or a mismatched legal name dilutes trust. Audit it every quarter.
Press links and local partners
An article in a regional outlet citing your work in that market is the strongest signal there is. Event sponsorships, business associations, commercial partners with their own websites: every city becomes a source of mentions. That is the regional authority a well-built local SEO strategy starts constructing from month one.
How to measure whether local SEO is generating revenue and not just impressions
Average position is misleading in local search. The same term shows up in 3rd place for someone searching 2 km from your address and in 18th for someone 20 km away. The average of that tells you nothing.
Ranking by geographic grid
Grid tools simulate the search from dozens of points on the map and show where you dominate and where you disappear. It is the only honest way to track a multi-city local SEO strategy.
Profile metrics that indicate buying intent
In the Business Profile, ignore impressions. Track calls, direction requests and website clicks, month by month, by market.
Lead tracking by city in GA4 and in the CRM
Each city page needs its own event in GA4 and a source field in the CRM. That is the only way to know how much revenue came out of Sorocaba, and not just how many sessions.
This week's audit: run a grid for each market, export the metrics from each profile and cross-reference CRM leads with city of origin.
If you would rather do this with a team that has been running SEO since 2017, Netlinks serves 4 countries from Belo Horizonte. Talk to an Expert.
Where to start this very week
If your local traffic is stuck within a 5 km radius of headquarters, now you know why. Proximity works against companies serving multiple markets, and the way out is proving real operation in each city, with a page, a profile and a reputation that hold up.
Three things to take away from this guide:
- A city page needs substance of its own. A regional case, a local testimonial, market data. Swapping the city name 40 times is a doorway page, and Google takes it down.
- Google Business Profile does not tolerate shortcuts. A fake address or a coworking space with no operation risks a suspension that drags your main profile down with it.
- Off-page proof closes the deal. Reviews that mention the city and consistent name, address and phone citations are what convince Google, ChatGPT and Gemini that you exist in that market.
The next step fits into tomorrow's schedule: run a grid test in the two most important cities outside headquarters and open your local pages side by side. If the only difference is the city name, you just found your first bottleneck.
Here at Netlinks we have been applying this since 2017 for more than 200 companies, from our SEO agency in Belo Horizonte to operations in 4 countries, always measuring pipeline, and every market won shows up live in the Netlinks App.
Whoever proves operation in each city becomes the answer in each city.

Frequently asked questions
What is local SEO?
Local SEO is the set of techniques that make a company appear in searches with geographic intent, such as "accounting in Campinas" or "lawyer near me". It involves optimizing your Google Business Profile, creating city pages with original content, earning local reviews and citations and applying LocalBusiness schema. The goal is to be the answer when someone searches for your service in that region, on Google and in AIs.
How can I show up on Google in a city where I have no address?
Without a physical address, the path is a city page with real substance: cases served in that market, testimonials from clients in the region, local market data and schema with a declared service area. Add reviews that mention the city and mentions in local outlets. A Business Profile requires genuine in-person operation, so in this situation the page and the off-page signals do the work.
Can I create a Google Business Profile with a coworking address?
Only if there is a real operation there, with a team serving clients in person during the declared hours. A coworking space used merely as a front, a virtual office or a relative's address violates Google's guidelines. A suspension can take down your main profile along with it, with years of accumulated reviews. For cities without a physical operation, the right move is to declare a service area or work with city pages and local signals.
Is a page per city duplicate content?
It depends on how you do it. Swapping only the city name across 40 identical pages qualifies as a doorway page, and Google takes down the entire strategy, sometimes with a manual penalty. A legitimate local page has unique content: cases served in the region, testimonials from clients there, a local partner or team, information specific to that market. If you cannot write anything exclusive about the market, it is not yet time to create the page.
How long does local SEO take to deliver results?
In low-competition scenarios and smaller cities, the first movements appear between 2 and 4 months. In capitals and competitive sectors, such as law or healthcare, the realistic horizon is 6 to 12 months for positions that generate demand. Business Profile optimization and fixing inconsistent citations usually show results faster than new pages, which depend on indexing and authority.
How do I measure whether local SEO is generating revenue?
Average position is misleading in local search, because the same term shows up in 3rd place for someone nearby and in 18th for someone far away. Use grid tools, which simulate the search from dozens of points on the map, and cross-reference them with calls, directions requested and form submissions per city page. In the end, the number that matters is opportunities generated per market, with the source tracked all the way to the sale.
How much does local SEO cost?
As an industry benchmark, local SEO projects in Brazil range from R$ 2,000 to R$ 15,000 per month, depending on the number of cities, the competition and the scope (content, technical, reviews, local link building). Multi-city operations sit at the top of that range because each market requires its own production and signals. Before comparing price, compare what is included in the scope and how results will be reported.
